中文摘要 电力产业是关系到一个国家国计民生的基础能源产业，随着十一丑期 间我国电网建设投入的大幅度增长，超高压、特商压项目增多，对设备的需求 量增大，国家电网公司提出了集中监造概念。 本文对课题的背景和意义进行了论述，介绍了国家电网公司集中监尴的实 施历程和设备集中监造对我国电力行业安全发展的重要性，说明国家电网公司 作为公共事业企业其产品具有准公共产品的性质，电网安全关系到国家安全，关 系到社会稳定，是社会公共安全的基础。通过与国家电网原有采购、监造模式 与现有的集中采购、集中招标模式做比较，研究国家电网公司集中监边的组织 得 机构、监造质量控制体系、监边范围、方式和内容以及国家电网公司总部和网 省公司两级的设备监造管理体系，提出了对驻厂监造组的业绩考核、巡检方法 和建立监造与招投标联动的机制，论述了集中监墙与集中招标的关系，以变压 器为例，对变压器主要参数的抽检的方法做了改进，最后简单讨论了网省公司 的监造体系。用实证研究方法，对集中监墙的监造大纲、实施细则、监选总结、 日志、周报、月报的内容和形式等进行了深入探讨，最后对集中监造工作做了 归纳总结井提出了建议。 关键词z 国家电附集中监造电力安全电网设备公共安全 、 、IJ/; 、 、、 ABSTRACT The electrical power industrγis fully related to the peoples livelihood of each country，and is the basic industry of the power energy.As the the large amount of investment on the construction of the power network during the Tenth-Five-Year-Pla n， a substantial increase in the projects of super high voltage and ultra high votlage ，produces a large dernand for 叫uipments.
