江苏省高新区的技术创新体系及与之相适应的管理体制研究-管理科学与工程专业论文.docxVIP

摘 摘 要 全球范围内一场以高新技术为中心的科技革命正在蓬勃兴起，高新技术迅猛 向前发展。建设高新技术产业开发区(高新区)是各国发展高新技术及其产业的 重要策略之一。经过十多年的发展，我国高新区有力地推进了高新技术及其产业 的迅速崛起和发展，但发展中也暴露出不少问题，特别是技术创新体系和管理体 制方面的问题已在一定程度上阻止了我国高新区的发展。本文结合江苏省软科学 研究计划项目(BR2001010)“江苏省高新区的技术创新体系及与之相适应的管理 体制研究”，对这个问题进行了研究。 论文简单介绍了国内外高新技术产业开发区的发展历史及现状，在此基础 上，论文首先利用大量的数据对江苏省高新区发展的现状进行了分析，讨论了江 苏省高新区发展中取得的成绩，分析了存在的问题。接着，论文分析了江苏高新 区发展所面临的内部环境和外部环境。在外部环境分析中，着重分析了中国加入 WTO给江苏省高新区发展带来的机遇和挑战，内部环境分析中则主要分析了江 苏省高新区当前发展中面f临的有利因素和不利因素，最后讨论了环境的发展变化 对高新区发展提出的新要求——“二次创业”。在现状和存在问题分析、环境分 析的基础上，论文对全省技术创新体系和技术创新服务体系做了详细的考察，指 出了江苏省高新区在技术创新方面重点应该解决的问题，并提出了一些对策。简 单介绍了高新区管理模式，提出了江苏省高新区在管理体制方面需要重点解决的 问题，并针对江苏省高新区提出了一些管理体制改革和创新的建议。 关键词：江苏省高新区，技术创新体系，管理体制 AbstractRevolution Abstract Revolution in science and technology taking new and high technology as centr9 is rising vigorously in the global range，The new and high technology is developed swift and violently forward．Building high and new technology industrial development zone(high and new technology jndustrial development zone)is one of important tactics of variOUS conntrieS developing high and new technology and industry．After more than ten years of development，the high and new technology industrial development zone of our country has advanced the fast emergence and development of high and new technology and industry effectively,But development expose many question too，especially problems of technological innovation system and management system stop development of our country high and new technology industrial development zone to a certain extent already．This text combine Jiangsu Province soft scientific research plan project(BR2001010)”Jiangsn Province technological innovation system and management system in confermity with it of high and new technology industrial development zone study”，Have studied about this question． The paper has introduced the developing history of the domestic and international high and new technology industrial development zone and current situation bdefiy．On this basis，the paper utilizes a large
