摘 摘 要 万方数据 万方数据 摘 要 发展战略性新兴产业成为我国经济维持高速增长、抢占新的制高点的重要 内容。目前，我国绝大部分省份都将发展战略性新产业视为提升本地区综合竞 争力的重要方式。近年来，江西省战略性新兴产业发展势头强劲，对江西省经 济增长贡献巨大。与此同时，江西省的战略性新兴产业的发展也存在许多问题。 因此，研究江西省战略新兴产业发展预警问题，对于促进江西战略性产业健康 向上的发展有非常重要的意义。 本文在归纳战略性新兴产业与生命周期理论、警兆信号理论以及灰色预测 理论等研究基础上，首先对江西省战略性新兴产业发展的现状与存在的问题进 行研究，发现江西省的战略性新兴产业发展势头强劲，工业增加稳步增长；各 地新型产业布局特色鲜明，投资力度不断增加；新型产业科研投入节节攀升， 产业竞争力逐步提高；新型产业综合能耗逐年降低，产业结构进一步优化。但 是，新型产业发展仍然存在区域经济分布不平衡，产业承载能力不强；区域创 新意愿不强，产业自主创新能力偏低；科技成果转化率较低，产业结构雷同现 象严重；企业生产成本增加，利润率降低等问题。接着，根据对江西省战略性 新兴产业基本情况的研究，从产业增长速度、市场竞争力、可持续发展能力三 个方面，分析了江西省战略性新兴产业警兆指标的选取过程。然后，按照警界 的判断、权重的判定、发展趋势的预测、警度的判别等四个方面，分析了江西 省战略性新兴产业预警流程。 论文最后以光伏产业为例，对江西省战略新型产业的发展进行预警实证研 究，认为江西省光伏产业市场在 2014 和 2015 年处于正常的发展速度，2016 年 2017 年及 2018 年将处于微热的发展态势，并对江西省光伏产业提出了以下几个 方面的建议：一是转变发展战略，减少对外依存度；二是建立完善的制度，鼓 励创新；三是加大光伏产业园区的建设力度，培植骨干企业；四是积极实施光 伏产业的人才战略，五是充分发挥政府作用。 关键词：江西省；战略性新兴产业；预警；光伏产业 I AB ABSTRACT ABSTRACT Develop strategic emerging industries has become an important content of our country economy maintained rapid growth and race to control high ground.
