新型农业经营主体的发展实践与机制构 建研究 王文俊 中共南宁市委党校市情研究中心 摘要： 农业供给侧结构性改革是激发农村活力的战略选择，其关键在于新型农业经营 主体的培育和发展。广西玉林新型农业经营主体形成了土地股份合作社释放经营 主体活力和产业融合推动经营主体发展的特色，但仍存在土地规模经营水平不 高、金融支持不够、公共服务不足、产业链条不长、新型职业农民缺乏等问题。 为推进农业供给侧结构性改革，需构建和培育新型农业经营主体机制，其中， 政策支持解决“发展后盾难”、加速农地流转解决“农地流转难”、完善农村金 融服务解决“金融供给难”、构建公共服务平台解决“产品营销难”、培育新型 职业农民解决“持久种地难”等核心问题至关重要。 关键词： 农业供给侧;土地流转;新型农业经营主体;机制构建; 作者简介：王文俊(1980-)，女，湖北钟祥人，副主任，特约研究员，博士， 主要从事区域经济，农业经济研究。 收稿日期：2017-08-10 基金：国家社科基金项目“西南边疆民族地区精准扶贫、精准脱贫研究” (16BMZ091) Mechanism Construction and Development Practice of New Agricultural Management Subjects WANG Wen-jun Nanning ConditionResearch Center , Party School of Nanning Municipal Committee of C?P?C; Abstract： The structural reform of the agricultural supply side is a strategic choice to stimulate rural vitality, whose key is the cul-tivation and development of new agricultural management subjects. However, there still exist many problems; low scale of land management, insufficient financial support, insufficient public services, lack of industrial chain, and lack of new professional peasants and so on.
