新时代高校档案数字化管理的问题与对 朿 张蕾 咸阳师范学院档案馆 摘要： 在信息技术广泛应用的带动下，高校档案数字化工作从理论和实践都得到了普 遍的发展。但冃前仍然面临着资金投入不足、数字档案利用率低下、标准和规范 缺失、档案工作人员技术水平不高等现实问题。高校应强化档案数据库建设及档 案信息安全工作，增强全员档案数字化管理意识，加大资金投入力度，加强档 案专业技术人员教育培训，完善高校档案数字化的标准和规范，积极为教学、科 研、管理等主体工作服务，促进档案信息资源共享。 关键词： 新时代;高校;档案;数字化建设;电子文件; 作者简介：张蕾（1970—），女，陕西咸阳市人，咸阳师范学院档案馆馆员，研 究方向为档案管理。 收稿日期：2017-09-12 Problems and Measures in Digital Management of Archives in the New Era ZHANG Lei Archives of Xianyang Normal University; Abstract： Driv cn by the wide applica tion of inf ooieiti on tech no logy，the dig iteil archives in colleges and universities have been widely developed in theory and practice. However, in order to realize the all-round digital management of university archives, we are still faced with the realistic problems of insufficient capital input, low utilization rate of digital archives, lack of standards and norms, and low technical level of archives staff. Therefore, universities should take problems existing in the construction of the digitized archives as a breakthrough point to strengthen the archives database construetion and archives information security work as well as the consciousness of full digital archives management, to increase capital investment, to strengthen the education and training of professional and technical persormel in archives major, to perfeet digital archives standard and nonn of the digitized archives at colleges and universities, to serve such principal work as teaching, scientific research and management, and to promote the sharing of archival information resources.
