万方数据 万方数据 中文摘要 统计用数字形式提供社会的整体情况，跟踪各种社会经济现象发展变化的 活动轨迹。统计通过信息、咨询和监督服务经济社会发展，服务社会公众决策。 影响统计服务作用发挥的主要因素是统计调查制度体系。本文以调查制度的衍 变为角度，对政府统计服务经济社会发展的作用进行研究。 本文从统计工作相关理论入手，对统计服务下定义，并分析其特点和影响 因素。得出的结论是统计服务是一种公共服务，为政府和社会公众提供以统计 信息为主要形式的公共产品，统计服务的主要影响因素是统计调查制度体系。 接下来，通过对比分析法，揭示了国外统计调查制度安排的特点和经验；通过 历史分析法以统计调查制度体系为主线揭示了中国统计工作不断探索、不断完 善的发展历程。 本文的重点是对政府统计调查制度体系的变化特点进行了分析，对这种变 化带给统计服务作用的影响进行了全面、多角度的阐述。认为统计调查制度体 系的变化有利于统计服务作用的发挥，但是在设计方面仍然存在不完整、不系 统、不标准、低效率等问题，在执行方面仍然存在不到位、不平衡、不规范等 问题。最后对中国统计调查制度体系的改革提出了有限的全面性、系统的完整 性、高效能低负担、开放适应性、国际可比性五项原则，并建立了健全科学的 统计调查制度体系组成架构，提出了建立国家统计指标体系框架、改革组织体 系、建立独立的协调监督机构和机制、加强四大工程建设四个方面的具体改革 措施。 关键词：政府统计；服务作用；调查制度 ABSTRACT Statistics provides the general situation of society in numerical form and tail after the motion trails of various phenomenon of social economy development. Through information, consultation and supervision, statistics serves social economic development and serves decision-making of the public. The dominant factor influencing statistical service function is the statistical survey system. From the perspective of survey system’s evolution, this thesis shall study what role government statistics plays in social economic development. Beginning with the relevant theory of statistics, this thesis shall give a definition to statistical service and analyze its characteristics and influencing factors. It is concluded that statistical service is a kind of public service and provides public products that regard statistical information as main form for government and the social public. And the main influencing factor of statistical service is statistical survey system. Then, by contrast analysis the thesis reveals the characteristics and experiences of statistical survey system arrangement abroad; using statistical survey system as the main line, it reveals the development process of Chinese statistical work’s constant exploration and improvement by historical analysis.
