At present, the major target market of the corporation is Russia and about 90% imports and exports quantum comes true by Russian market. Harbin railway foreign economy and technology co-operation corporation is at an advantage in near 1000 foreign trade corporations in Hei Longjiang province. However, according to the size of the corporation enlarging, its development choke points appear gradually, such as human resource, manage system and enterprise culture and so on. Furthermore the fast development of world economic situation, changes of policies and market environment bring many blocks to the development of the corporation. Therefore, from the demand that the corporation want to stronger and bigger, that is a far-reaching strategic significance to study company’s development strategy. In order to establish a practical development strategy for Harbin railway foreign economy and technology co-operation corporation. Firstly，this paper studies the relevant theories of the development strategy; Secondly this paper analyses and researches detailed the interior and the exterior environment that the corporation is facing. Thirdly, on the basis of analyzing interior and exterior situations, this paper analyses the opportunities, threaten, weakness and strength by using SWOT methods. And this paper put forward the development strategy of the corporation. According to the enterprise’s development strategy, this paper advances the corporation’s perspective, mission and long-term goals, and advances operational strategies and functional strategies.
