As the capital of Hei Longjiang Province, Harbin is the politics, economy and culture center of the province. The utilizing of Foreign Direct Investment is very important to promote industrial upgrading and structural optimization, increase economic support funds and carry out Harbin new strategy. Therefore，it’s very important to study how to improve the level and scale of utilizing Foreign Direct Investment and play an positive effect to the economic development. Base on the present situation of Harbin utilizing Foreign Direct Investment in recent years and the summary of the related theory home and abroad, the paper put forward three problems on Harbin utilizing Foreign Direct Investment, such as the small scale, the lack of large project, the imbalance development of the different industries and no industrial chase. And the paper also analyzes the reason for the above problem through the subjective and objective view with the management theory. Base on the utilizing Foreign Direct Investment experience of the other cities, the paper points out the following tactics that enhancing the hardware construction of investment, speeding up the software construction of investment, optimizing the functions of government and so on. Many concerns is put on the utilizing Foreign Direct Investment. We hope to find an effective way to improve the level of the utilizing Foreign Direct Investment in Harbin through the analysis of the problems and carry out the tactics.
