Under the framework of national education planning, C County has formulated and implemented county education development planning with supporting measures according to its owe situation. Although remarkable results have been achieved, there are stil 1 problems such as making plarming based on experienee and lacking autonomy and relative independence in plan implementation. Therefore, effective mechanisms such as vertical linkage, coordination, special safeguard, evaluation and supervision should be set up to uplift the competence and level of formulating and implementing the plans so as to promote the smooth operation of the national education developmenl pla rming.
