M．A．CANDIDATE： Lin Jia Currently，solar energy is the inevitable choice under the dome．There is practical and strategic significance to develop Photovoltaic Industry．The health development of PV industry need the support and guidance of industrial policy,because of its strong externality,high risk of technology research and development，long period of industrial waining，large—scale investment．Chinese PV industry achieved a rapid development under the support of industrial policy,but it also face some difficulties，such as the waste of resources，the imbalance between supply and demand，unhealthy competition．In addition，the continued deterioration of market abroad，lead a large number of PV enterprises go bankruptcy．PV industry is forced into the ’’winter period”．The effect of PV industrial policy fall into highly controversial，some ale still preaching the effect of the PV industrial policy,but some others are beginning to question and criticize the effect of PV industrial policy．Industrial policy is an institutional arrangement to compensate for market failures，is essential for promoting the development of PV industry． Therefore，there is no practical significance to debate on the effect of PV industry policy． Currently,it’S worthy to research on the influencing factors of the effect of Chinese PV industrial policy． Firstly,this paper reviews the available literature，sorts out relevant research achievements on the PV industry,PV industry policy,the evaluation standards and influencing factors of industrial policy’S effect，draws some lessons and summarizes the shortcomings． Next，the paper analyze the mechanism and the conduction path of PV industrial policy, III 万方数据 then then summarizes three evaluation standards of the effect of PV industrial policy,Then，it selects two influencing factors of the effect of
