基于综合预案模型的应急响应协同研究Research 基于综合预案模型的应急响应协同研究 Research on Emergency Response Co-operation Based on Comprehensive Emergency Plan Model Abstract With tremendous casualty and estate bss that different kinds of frequent disasters caused， emergency management has been gained ilK)re and more attention by both government and every aspect of society．Emergency plan plays a dominate role in the emergency management system of Otlr country which called’one plan and three institution”．Moreover,a fast and efficient emergency response is the process needing various elements achieving CO-operation and orderly．As the guideline for emergency response，emergency plan inevitab ly should reflect the CO—operation of this process．However,the existing emergency plan exposes a bt of emergency response CO—operation problems．In one hand，emergency plan with huge numbers is otten independent and lacks of effective connection to one another,such plans can’t be one group to deal with emergency in practice，because of wNcK they cannot even play their expected guiding role．In the other hand，some emergency plans exist many problems towards emergency response department such as the division ofresponsibilities and obligations is not clear,the regulation is 1．trlknowil either,which not only delay the process of emergency response，but also provide convenience for departments making excuses afterwards； Meanwhile，the emergency response often involves multiple emergency response departments， each department how to cooperate orderly and efficiently is also the problem that existing emergency plans failed to solve．Therefore，based on comprehensive emergency plan model, this paper studied the emergency response CO—operation． Firstly,the related basis ofemergency response CO—operation was stnnrmrized and analyzed systematically．On the basics of stating the relevant theories of synergetics，the requirement of emergency response CO—operation was analyzed，then brought hierarchical network model of emergency plan as t
