Over the years, China has made some achievements towards management of floating population, but effects are not ideal on the whole. In particular, input and output of local finance are disproportionate, and it is difficult for new residents to blend in cities, and management difficulties are enhanced continuously, so it is urgent to find a more economical, fair, and effective new management approach. Jiaxing City located in the eastern coastal developed area inhabits a large number of new residents. Management to the group has been an important issue for social management in Jiaxing all the time. Jiaxing City has formulated and implemented the point evaluative management for city new residents since 2008 through overall consideration of economic and social development objects, features and demands of new residents, and financial burden abilities. Practice processes for Point evaluative management for city new residents are researched in the thesis according to basic concepts of such theories as new public IV management and rational choice. In addition, main problems met during policy implementation are observed, direct reasons for these problems are analyzed, main factors influencing the point evaluative management for city new residents are analyzed through theories, and improvement direction, countermeasures, and suggestions are proposed on the basis. In part 1: background, reasons, main purposes, core concepts, overseas and domestic research status, and the thesis’s research ideas of the point evaluative management for city new residents in Jiaxing city are mainly discussed.
