In the Yangtze River Delta region and other plains, livestock pollution has become an important factor in the deterioration of the water environment. Communist Party of China and the government have always valued and supported environmental protection. The Eighteenth Congress of the Communist Party of China upgrades the ecological civilization to a strategic height of the cause of socialism with Chinese characteristics--one of five general layout. The Second Plenary Session of the Thirteenth Zhejiang Provincial Party Committee proposed the stick to the road of ecological province, deepening ecological province construction, accelerate the construction of beautiful Zhejiang requirements. Jiaxing seventh Party Congress proposed the construction of the human ecology city .
