摘 摘 要 面对经济全球化不断推进、生产要素越区域大调整、城市化加速推进等诸多变化。 传统的城市规划方法已难以适应新的经济关系，城市发展战略规划研究应运而生。在 城市发展战略规划研究的指引下，寻求城市的鲜明定位，综合确定城市坐标，打破城 市润的行政区划限制，协调城市间的联系，在区域竞争与合作中找到合理位置，成为 城市发展最重要的命题。论文通过对国内外城市发展战略规划理论的分析、研究，从 区域一体化的角度，结合实际，研究分析嘉善这一与上海零距离接轨的城市发展战略 规划，对嘉善未来城市的定位和发展进行探讨。通过对嘉善现状的基础分析，遵循城 市发展战略规划内容，对区域分析、产业发展、生态发展、空间规划、城市管理等全 面研究，从接轨长三角、融入杭州湾、坚持生态和效率并重发展，提出嘉善未来的城 市定位和发展方向，即新兴工业科技城和水乡生态旅游城，成为服务长三角区域的“三 个基地一个中心”：大中城市产业的配套基地、农副产品供应基地、观光旅游休闲基 地和人居中心。 【关键词】 城市发展； 战略规划： 城市定位 AbstractUnder Abstract Under the condition of the market economy and urbanization，some existing problems analyzed，and the renovation in planning theory is very necessary．Based urban development strategy planning research，an excellent distribution in space and arrangement of the city，the breakthrough of the administration 1imitation，make the whole city comprehensive and competitive power is the most important．This paper points out that Jiashan urban development strategy planning which is not far from Shanghai。in the real of Yangtse River delta，based the advantages． disadVantages and well opportunities and challenges． by of analyzing and studying urban development strategy planning theory about incountry and and preyiew the pattern of development years ahead of Jiashan．Synthesizing diverse factor such present situation、regional analysis、industrial structure、ecological development、spatial planning、urban environment management，based principle of predominance，compiementary，matposition development． sustainable development，we hope Jiashan become NIES(Newly Industrializing Economles)and ecoiogic tourist attraction，three depot and center，including advanced manufacturing industry depot、farming industry depot、recreation depot and the best llying environment． Keywords：City development：Strategy planning：Urban design 浙江火学公共管理硕士(MPA)专业学位论文 浙江火学公共管理硕士(MPA)专业学位论文 嘉善城市发展战略规划研究 引言 九十年代以来，随着我国经济社会的快速发展和城市化战略的实旌，我国城市建设 逐步迈入发展的快车道，不仅在东部沿海地区逐渐出现普遍的城市繁荣，而且这～趋势 逐步从大城市扩展到中小城市．许多新兴城市如雨后春笋。尤其是以上海为龙头的长江 三角洲地区的掘起，给地
