AbstractAs Abstract As the important way to push forward a resource—efficient and environment-friendly city,developing a circular economy will become all important content of the developments of economy and society in our country during the eleventh five—year period．By the research into the strategic scheme of developing circular economy in JiaDing，Shanghai，which is under the principles of starting with the definition ofthe circular economy,relying on the current characters ofour country, and sticking tight to the current circumstances of the social and economic developments of JiaDing，the emphasis of this essay is laid on how the government pushes forward the circular economy with the institutional designing and projects exampling to make the space for the marketization operation． The first chapter in the thesis focuses on discuss the background of developing circular economy in JiaDing district．From the general concept of circular economy, this thesis introduces a series of measures in developing circular economy in well-developed countries，such as Germany,Japanese etc，specially underscores those in China，Shanghai City and others districts of Shanghai．Meanwhile，it also concludes the base of developing circular economy in JiaDing． The second chapter in the thesis conGelTIS mainly the strategy analysis of the government of JiaDing in developping circular economN It makes comprehensive analysis from the aspects of development basis，development advantage，development potential，development difficulty etc．furthermore，it provides whole strategy for developing circular economy in JiaDing，which is to promote marketization，high leveg civilianization and waste reduction to obtain the anticipated development object． According to the strategy analysis above，the executive scheme for developing circular economy has been drafted in the third chapter,based on JiaDing’S own characters．The basic four parts include development of land efficient，power efficient， water efficient and p
