内蒙古大学公共管理硕-上(MPA)学位论文基层工商联发展存在的问题及改进对策研究 内蒙古大学公共管理硕-上(MPA)学位论文 基层工商联发展存在的问题及改进对策研究 摘要 工商联随商品经济发展而产生，其作用从经济领域拓展到政治等 其他领域，不同经济制度下有着不同的商会组织结构，并对商会有着 天然的约束，而适合的商会组织结构又反作用于经济社会，推动经济、 政治和社会发展。本文勾勒了我国不同阶段工商联的演变过程和它在 不同历史时期所发挥的作用，对新中国成立以来我国工商联的性质与 职能作了概述，因工商联所处“准官方性机构并隶属于党委统战部的 人民团体，又是‘中国民间商会’’’的位置，难免会引起工商联组织 与同级党和政府间的矛盾。找出工商联现存问题及发展趋势，以适应 当前社会经济发展需要，从而为我们党和政府准确对社会经济发展作 决策提供科学依据，是本文关注的重点之一。本文通过调研，针对工 商联工作中存在的问题提出几点建议，希望能对基层工商联更好的开 展工作，更好地服务于基层社会经济的发展有所裨益。 关键词：基层工商联发展建议 The The Problems and Improvement countermeasures of grassroots Federation of Industry＆Commerce ABSTRACT Federation of IndustryCommerce is generated with the development of commodity economy,and its role extends from economic field to political and other fields．Different economic systems have different organizational structures of Federation of IndustryCommerce， and naturally bind on Federation of IndustryCommerce．The appropriate organizational structure reacts to the economic society,and push forward economic，political and social development．The evolution process of Federation of IndustryCommerce at different stages of China and its role in different historical periods al e analyzed in this paper, and the characteristics and functions of Federation of Industry Commerce since the founding of New China are also introduced．Owing to Federation of IndustryCommerce is quasi—official institutions and people’S organizations under the partys United Front Work Department， also也e grassroots Federation in China，it will inevitably lead to t11e connict between Federation of IndustryCommerce organization and the party and government at the some level．The paper focus on Identifying the existing problems and development trend of Federation of IndustryCommerce in order to adapt to the current social and economic development，SO as to providing the scientific basis for our party and government ori making accurate decision in．social and 2 econolllic econolllic development．Taking Xincheng District in Hohhot for example， a few s
