Mmm4，m州M。-w翩 Mmm4， m州M。-w 翩翩呻唰AE- 唰唰唰nu 阳MMadw m川n川o 叩州州1· 州州Y 摘要 信访工作是党和政府的一项重要工作，基层信访干部是公务员队伍的组成 部分，国内外对公务员激励机制的研究很多，国外传统的激励理论，对加强包 括倍访干部在内的公务员队伍的激励管理提供了可鉴参考。国内外对信访工作 的研究也很多，但更多的是罔绕信访制度、倍访工作、信访体制与机制等方面 的研讨，对信访干部，特别是基层信访干部的激励研究极少。 本文运用罔内外有关激励理论和公务员激励机制研究成果，结合当前基层 信访干部的实际情况和需要，深入探究基层信访干部激励的紧迫性和必要性， 相应提出针对性的对策建议，着竟从激励原则、激励方法和激励机制等方面提 出对策建议。 关键词z 信访干部:基层:激励:机制 11 11 Abstract ABSTRACT Petition work is an important party and government work，grassroots cadres petition is part ofthe civil service，civil servants at home and abroad a lot ofincentive mechanism ，the traditional theory of motivation abroad，including letters and cadres to strengthen civil service incentives，including management provides the lesson for reference.
