内容摘要技术标准是目前技术性贸易壁垒中一个十分重要的问题，许多TBT问题都是 内容摘要 技术标准是目前技术性贸易壁垒中一个十分重要的问题，许多TBT问题都是 由技术标准演变而成的。近年来，欧盟、美国、日本频繁颁布了复杂、苛刻的各 种技术标准及技术法规，技术标准、技术标准壁垒及其引起的技术性贸易壁垒已 经成为我国出口企业面临的除外汇之外最大的风险． 文章从技术标准及技术标准壁垒的相关概念入手，阐述了包括技术法规、技 术标准体系、标准战略，技术标准壁垒等概念及特征；从技术差距、国别差距、 利益集团等方面分析了技术标准转化为技术标准壁垒的成因．论文利用模型分析 了技术标准壁垒对一国贸易的数量和价格控制机制，证明了企业在市场准入和市 场竞争力两方面受到了技术标准壁垒的作用，并利用模型分析了技术标准壁垒对 一国贸易的福利效应。鉴于欧盟、美国与日本是我国三大出口贸易伙伴，也是近 年来技术标准制定、修改颇为频繁的地区，文章分另9介绍了这三个地区的技术标 准及其壁垒；结合近年来对外贸易的实践，选择了三个我国频繁遭遇技术标准壁 垒的典型行业，并通过大量数据和图表，剖析了技术标准壁垒对这些行业出口的 影响。证实了近年来，发达国家过为苛刻的技术标准使我国出口明显受阻，对我 国对外贸易形成了有效的壁垒。最后，针对技术标准壁垒的发展趋势以及我国的 I【 具体情况，从建立预警机制，专利保护、加强国际合作等角度提出跨越技术标准 壁垒的有效措施。 关键词：技术标准技术标准壁垒作用机制对我国的影响对策与措施 AbstractTechnical Abstract Technical standard is a very important issue of Technical Barriers to Trade(TBT)． Many issues of TBT are evolved from the technical standards．In recent years，the European Union,the United States and Japan have frequently enacted many complex， stringent technical standards and technical regulations．The problems of TBT caused by technical standards and technical standard barriers have become the biggest risk for China’S export enterprises besides the risk of foreign exchange． The paper begins with the concepts of technical standard and Technical Barriers to Trade．Firstly,it describes some concepts and characteristics including technical regulations，technical standards，standards strategy,technical standards barriers． Secondly,it analyzes the reasons of the technical standards transforming into technical standards barriers in terms of the gap of technology,the gap of countries， different strategies of interest groups．Thirdly,it studies the volume and price control mechanisms of technical standards barriers on the trade using the model．It shows the companies are affected by technical standards barriers through the market access and market competitiveness．The paper also studies welfare effect on the trade using the model．In view that the European Union，the United States and Japan is Chinas largest export tradi
