哈尔滨工业大学：口到页上学位论文摘要 哈尔滨工业大学：口到页上学位论文 摘要 随着我国经济体制改革的不断深入，企业的产权结构发生了变化，出现 了分散的多元化的投资者群体，企业也出现了所有权与经营权的两权分离。 企业投资者不仅关注企业当前的经营成果，而且关注企业未来的发展前景； 不仅关注企业当前实现的利润，而且关注企业未来的盈利能力和发展能力； 不仅关注利润的总额，而且关注利润的质量。在这种情况下，为了适应投资 者的需要，经营者对企业的控制和规划，当然也要从经营结果扩大到经营过 程，并进而延伸到经营质量。因此，推行预算管理是企业投资者和经营者在 产权制度变革新形势下的必然选择。 本文首先在阐述了企业建立科学预算管理体系的必要性，分析了集团企 业财务预算管理现状和当前企业财务预算管理中的 1些不足，描述了企业财 务管理软件的发展历程的基础上，提出了适合集团企业集中管理模式下的企 业财务预算管理模型。对企业财务预算的编制方法，预算预警和预算控制进 行了分析。 接着，在充分了解客户情况，包括客户生产、财务及管理流程后，与客 户一起讨论了系统的具体需求方案，确定了系统的功能、性能需求，设计了 系统的功能结构、软件体系结构、数据库与数据结构关系、软件人机界面、 以及系统的输入输出。 最后，设计了系统的测试案例，并介绍了系统实现所用的软件技术的特 点，描述了企业财务预算管理子模块的实现情况以及软件系统实施后所产生 的效果。 关键词财务管理；预算管理；集中管理模式 AbstractProperty Abstract Property right structure in corporations was varied with our nation’S deeply innovation of economic system，resulting in the appearance of many kinds of diverse investment groups and the separation of ownership and management in enterprises．Investors care about not only the current working achievements，but also the corporation’S foreground；not only care about current profits，but also the capability of gaining and developing in the future；not only cBxe about the total amount of the profits，but also the quality of the profits．In such circs，operators should control and program enterprises according tO the needs of the investigators extend from managing result to managing process and furthermore，to managing quality．As a result，the application of the budget management is the only way that the corporation’S investor and the operators must go in the new of the innovation in property right． In the first place。the thesis expatiate the need for building emerprise budget management system，some shortages of the current financing budget management in group corporations are analyzed according tO its finance status quo．Based on those works，presented model of enterprise financial budget management system which adapt to the enterprise centralized management mode． Analyze the methods of formulation enterprise budget，and budget contr01．
