摘要近几年来，各种大小矿难，尤其是煤矿安全生产事故接连发生，成为举国上下瞩 摘要 近几年来，各种大小矿难，尤其是煤矿安全生产事故接连发生，成为举国上下瞩 目的焦点问题。本文从政府管理的角度出发，旨在探讨如何加强和完善政府的管理职 能以更好遏制煤矿矿难频发。当前中国煤矿矿难频发与我国经济发展的状况是分不开 的，中国经济进入新一轮成长周期以来，经济快速增长对能源矿产业的需求大幅增加， 导致煤炭等矿产资源的需求和供给大幅上升，刺激了煤矿业的超能力生产，进而给原 本就缺乏配套安全机制的中国矿产业埋下了隐患，导致煤矿矿难的频发；微观经济运 行层面上的单一经济结构，尤其是产权结构的不合理更是导致煤矿矿难的频发的深层 次原因。同时，煤矿企业内部管理的漏洞和政府外部监管的缺失构成了煤矿矿难频发 的管理层面的原因。因此，政府在遏制矿难频发上必须进行有效的治理。政府要积极 建立种种安全生产的预警机制，提高煤矿企业预防矿难的水平；同时，由于政府是产 权界定的最终主体，从煤矿产权制度上加以变革，促进产权制度的变迁是更为根本的 治理之策；又因为在国有煤矿企业的治理结构中，政府与企业之间是委托代理的关系， 因此，要克服煤矿企业逃避代理责任，政府必须加强对煤矿企业的监管和制约，从管 ● 理的层面上遏制矿难的多发． 关键词：煤矿矿难、政府、产权变革、政府监管 AbstractIn Abstract In the receIR years，each kind of mineral accident especially the coal mine accident, occul_s one al}Ier another and has become the focus all over the country．This article is for the purpose of discussing how strengthen government’s management function to contain the coal mine ore well from the perspective of governments management．The situation that Chinese coat mine ores frequently occur is connected with economy development condition．Since the Chinese economy has entered the ilew turn of growth cycle，because of economical fast growth the demand of energy minerals industry increase large,and make the demand and the supplies ofcoal resource rise large．This has stimulated the coal mine industry ultra ability production,then put Chinese minerals indusq which is lack of the necessary safety mechanism in danger and causes the coal mine ore occurs frequently．At the蚰aTle time,the single-product economy structure，especially the ，p j ● unreasonableness of property right structure is the de印level reason of the coal mine { ore．At the same time，the loophole in the coal mine enterprise internal management and the flaw of government cxtcrinr supervising and managing are the management ～{ -．《 stratification reason．Therefore,the government must positively establish all sorts of safety in production the early warning mechanism,cqrlhances the coal mine enterprise capability to prevent t
