Title： Title： The Algorithm and Implement of Information Hidden Plug-in base on Microsofl Word Major： Software Engineering Name： DaiLa Supervisor： Chao Hongyang，SunWei ABSTRACT Nowadays，with the rapid development of Electronic Government，electronic document has asymptotically taken the place of traditional document made of paper． Because of electronic document is easy to duplicate and also easy to modify,the traditional authentication mode is almost out of use．Today,most of the electronic documents ale saved in Microsoft Word Format．Although Word documents can not be modified easily with the protection of password which is add on the documents， more and more tools which is aimed at to get the password appear，it makes the idea of adding password to documents out of use too．How to make encrypting quick， convenient and safe is a primary problem in Electronic Government which is need to solve． In this thesis，firstly,the characters of the Word documents are analyzed．Secondly that almost the important documents ale stored in words and pictures is advocated．So， with the correlative knowledge ofdigital watermark a digital signature，we exploit an attestation system which can be used to pictures and words in Word，and explain in detail two major modules(picture watermark module and digital signature module)in this system． K呵Words：Electronic Government、Digital Watermark、Digital Signature、Word Plug—In 1I 第1章 第1章 引言 1．1论文研究背景 随着网络技术和软件技术的飞速发展，特别是互联网的出现及其相关技术的 迅速发展，信息革命带来了全球范围市场竞争的只益加剧，传统的办公方式已渐 渐力不从心。在社会信息化的不断推进过程中，各级政府的办公自动化需求也在 不断升级。电子政务系统(Electronic Government)就是在这种背景下应运而生 的。电子政务是近年来我国政府部门、信息产业最热门的话题。江泽民同志2002 年11月8同在《中国共产党第十六次全国代表大会上的报告》中指出“深化行 政管理体制改革。进一步转变政府职能，改进管理方式，推行电子政务，提高行 政效率，降低行政成本，形成行为规范、运转协调、公币透明、廉洁高效的行政 管理体制。” 在我国，最早在媒体进行电子政务宣传的IBM／Lotus公司在技术白皮书中描 述：“电子政务是电子商务应用体系中基于网络的符合Intemet技术标准的面向 政府机关内部、其它政府机关、企业以及社会公众的信息服务和信息处理系统。 电子政务是政府办公自动化系统在深度和广度的延伸，即从内部办公延伸到对外 服务，从内部网(Intranet)延伸到政府机关间交换网(Extranet)乃至因特网 (Intemet)”。 在目前的发展阶段，电子政务是解决信息化过程中从个体到连接，从物质到 习惯乃至文化的核心所在。而如今束缚
