The academic world mostly research the two-oriented society from a more macro perspective including the economic, social, institutional construction, in the field of urban and rural planning, the practice based on space and physical construction is still in the exploratory stage, rural planning and construction of the two-oriented society which is more lacking. Order to better guide the planning and construction of two-oriented society, from sustainable development potential, the degree of resource-saving and ecological environmental protection degree of the rural areas departure，the paper builds the two-oriented society rural Planning index system, so that it become the important guarantee of grasping the two-oriented society building direction and the process. Firstly, the paper comprehensive analysis sustainable development of cities, livable cities, eco-cities and eco-garden city index system which having a wealth of research content, combining the two-oriented society goals and rural Planning content to form a two-orientedsociety rural planning content point, then combining the two-oriented society index system and rural planning index system, to provide a basis for the selection of indicators of the two-oriented society index system. Secondly, buliding two-oriented society rural Planning and village planning index system overall framework from two aspects including the rural planning and village planning, through fieldwork, and going on twice expert advice advisory by using the Delphi method, correcting index system, to form the two-oriented society rural planning and village planning index system.
