Abstract Spatial Data Mining (SDM), an important research branch of Data Mining, refers to extraction of implicit knowledge, spatial relationships, and other patterns which are not explicitly stored in Spatial Database. Geographic Information System (GIS) is a computer system based on Geospatial Database for geographic research and geographic decision support. Introducing the concept, pattern and method of DM and KDD into the field of GIS, we can use the storage, management and analysis function of GIS spatial data to make the limited data in GIS become the limitless knowledge. For doing so, we can effectively handle the huge geological data, advance the intelligence level of the geography information system and offer powerful analysis tools for the globe and regional geological analysis. This paper researches the spatial data mining based on GIS ， and commits to seek an effective way to discover knowledge from GIS．In this paper, it firstly introduced the background and the status of the spatial data mining and the geographic information system. Secondly, this paper introduces the definition, functions and developing direction of the spatial data mining and the geographic information system. Then, this paper analyzes the spatial clustering method—ESCA-TF, and carries on the experimental analysis. Based on the method and the research of the clustering analysis, it puts forward a model of the intelligent transportation system, to grasp conditions of the road in the city for the city departments at all the levels and people anywhere to make reasonable planning.
