PAGE PAGE 1 Abstract United States Trade Representative is a major institutional change on the United States trade legal system. When the United States began to create trade representative system from 1962, the United States has experienced 15 representatives and 9 presidents, including 6 of the Special Trade representative and 9 Trade representatives of United States . United States Trade Representative completed the multilateral trade negotiations of the North American Free Trade Agreement and the Kennedy Round, Tokyo Round and the Uruguay Round , and reached a series of trade results, including the establishment of the World Trade Organization. Through the analysis of producing basis and the development and evolution of the United States Trade Representative as well as its legal responsibilities, the role in the multilateral trade negotiations and the influence on United States trade policies, this thesis put the role of United States Trade Representative on the level of the maker of the trade policy，the coordinator of triple the interests and the executantor of the trade policy. This paper discussed mainly from the five aspects of the United States Trade Representative. In the first chapter, it has orgnized the basic background of the trade negotiation representative system, believe that the United States Trade Representative is the product of the specific context. The economy of Unit State is based on its domestic economic background and the prevailing international economic environment in the 1950s and 1960s. Its political basis is that the United States Constitution’s unclear definition to the right of foreign trade as well as the unreasonable design to foreign trade system. The theoretical basis has developed from the North American colonies and the mercantilism period to the prevailing trade protection and free trade of United States.
