Abstract As the main power to the innovation, technology-based firms have done great contribution to the economic development .How to create a finance environment to meet the funding needs and to promote the development of technology-based firms is being studied by many economists now. This article introduces an innovative financial institutionentrepreneurial bank, whose target customers are technology-based firm. This article studies the successful experiences of Silicon Valley Bank and Development Bank of Japan, each of which represents a typical method of entrepreneurial bank, and shows a specific plan to set up an entrepreneurial banking system in China based on these studies in the last part of the article. This article analyzes the business principle, the business operation and the risk management of Silicon Valley Bank and Development Bank of Japan and finds that each of them plays a different role in their entrepreneurial financing system, as SVB is commercial bank while DBJ is political bank. But at the same time, they share the same successful experience. Both of them can provide useful information to the innovation of our entrepreneurial financing system. At last ,based on the analysis of china’s entrepreneurial financing system, this study suggests an entrepreneurial banking system in china .In this system ,a political bank which focus on the development of technology-based firms will play the leading role while the small city banks will support it by funding the local technology-based small firms . This entrepreneurial banking system will reinforce our financial system to meet the needs of technology-based firms and do a great contribution.
