摘要21世纪初，“产业集群”一词出现在我们的经济生活中，在学术研究著作， 摘要 21世纪初，“产业集群”一词出现在我们的经济生活中，在学术研究著作， 政府部门的经济发展决策中，我们都能感受到集群的存在，以及集群对区域经济 发展的重要性。 浙江产业集群典型表现为处于县域经济环境下的块状经济，是浙江经济发展 的特色、优势和重要支撑。本文选取浙江省嵊州市作为研究对象，是由于集群经 济和政府干预的明显特征，以及2009年嵊州市政府出台的对该地区三大产业集 群的转型升级实施方案，所以，本文以嵊州市的产业集群和政府政策层面来剖析 嵊州产业经济的发展和产业优化升级的途径，对于提升产业集群效益，增加区域 竞争力，有重要的现实意义和战略意义。 结合嵊州市关于发展产业经济的政策，本文通过对嵊州市产业集群发展的过 程、现状、特点和存在问题的分析，以及国内外产业集群发展的经验借鉴，得出 对于发展到一定阶段的产业集群，如何通过公共政策促使其优化升级，提高产业 集群的持续竞争力的一些启示。 关键词：产业集群产业集群政策产业政策 中图分类号：F127 AbstractAt Abstract At the beginning of the 2 1 st century，the word”industrial cluster’·appeared in our economic life．We can see it in academic works，economic development strategies in government departments，and we can feel the importance of the industrial cluster to the regional economic development． The industrial clusters in Zhejiang，with the typical features of the special industries in different cities， is the important character and advantages of the economic development of Zhej iang Province．This paper takes Shengzhou citv in Zhej iang province as an example of the study．Because of the obvious industrial cluster economic character and the government regulation，and on the basis of the industrial clusters upgrading plans formulated in 2009，this paper tries to analyse the economlc development and industry upgrading approaches from the aspect of present industrial clusters and government policies．The study is very important in promoting the effectiveness of industrial clusters and strengthening the regional competitiveness． Combined with the policies on developing industrial economy in Shengzhou，this paper gives a detailed description from the industrial clusters development progress． present conditions，characters to the problems existing in each clusters，and it also introduces the experience from the successful industrial clusters from both home and abroad to conclude the enlightenments of how to upgrade the preliminary formed industrial clusters by public policies to increase their sustainable competi
