Study Study on New Rural Endowment Insurance System of Baita Town，Shahe City Author：Liu Shuai Supervisor：Prof．Xu Yue Ming Major：Rural and Regional Development Abstract China is fl populous country with a rural population accounting for more than half of the country’S total．With the development of economy,people’S life and social medical level have been improved，resulting in the increase of population aging，especially in rural areas．In order to shorten the gap between urban and rural areas，the govemment vigorously pushes forward the urbanization，along with policies that attract a large number of young migrant workers into cities，both of which lead to the lack of labor in rural areas， weakening of the land function．And children move out from the family,making their parents empty-nesters，the traditional model of“raising children for old age’’can’t meet the pension needs of farmers．Therefore，the country build a new rural social endowment insurance system，to ensure the rural pension system．In 2009，the government established the new rural social pension insurance system and carried out the pilot work．Shahe CitY, as one of the pilot areas，began to do the pilot work in December of that year．Baita Town， as the economic sub—center of Shahe City，has its significance in population，economy and culture．Studies on the operation of the new rural social endowment insurance system in Baita Can help US master the practical results of the implementation and see what needs to change to perfect the old—age insurance system in rural areas，promoting the development of social harmony and stability． This paper is based on the research status at home and abroad；the paper analyzes and studies the implementation effect of Baita Town through the methods of the combination of qualitative and quantitative analysis and field research and have therefrom found some problems：unclear understanding of the policy；the lacking of willingness·-to·-participate led by‘bundling’’insurance policy；the difficult
