MBA学位论文作者：李富平 MBA学位论文作者：李富平 兰州市城市堆础设施融资渠道研究 中文摘要 城市是现代文明的标志，是经济、政治、科技、文化教育的中心。城市基础 设施是为一个城市物质生产和居民生活提供一般条件的物质载体，它的完善与否 直接影响着城市的兴衰和变化。随着城市化进程的加快，兰州市面临着城市基础 设施投资需求与资金供应不足、融资渠道狭窄之间的矛盾，如何通过拓宽城市基 础设施融资渠道，为兰卅I市城市基础设施的健康发展提供稳定、充裕的资金供给， 成为一个亟待解决的问题。 本文在总结相关理论研究成果的基础上，借鉴国内外城市基础设施融资的相 关经验，深入研究了兰州市城市基础设施融资现状，分析指出当前基础设施融资 过程中存在的政府职能定位模糊、融资规模不足、资金来源结构不合理、融资方 式匮乏、融资平台不规范等问题，并就存在的问题提出了相应的对策和解决措施： 一是找准政府在城市基础设施融资过程中的定位；二是稳定政府资本来源，提高 政府资本使用效率；三是提高城市基础设施项目的可经营性；四是通过建立规范 的融资平台，通过资金来源多元化、融资方式多元化，拓宽民营资本融资渠道。 关键词：城市基础设施，融资渠道，资金来源，融资方式 MBA学位论文作者：李富平 MBA学位论文作者：李富平 兰州市城市堆础设施融资渠道研究 ABSTRACT Ci呗the center of economy politics，technology,culture and education，is the symbol of modern civilization．Urban infrastructure provides the general material platform for material production and residents’living，and its perfection degree has direct impact the soundness of the citys rise and fall．With the acceleration of urbanization process．Lanzhou confronts witll the contradiction between the insufficiency of the investment in urban infrastructure，the shortage of funds and the narrowness of the financing channels．How to provide stable and ample capital supply for the healthy development of Lanzhou’S urban infrastructure by broadening the financing channels of the urban infrastructure becomes an urgent problem awaiting to be solved． This study makes reference of the relevant experiences urban infrastructure financing home and abroad the basis of summarizing the concerned theoretical researches and makes deep exploration of the current financing situation of urban infrastructure in Lanzhou，it points out the problems occurred in current urban infrastructure financing process which include：the ambiguity of the government’S role，the insufficiency of financing scale，the irrationality of fund resource and structure，the lack of financing ways，the irregularity of financing platform and On the basis of systematic analysis，the study puts forward correspondent countermeasures and solutions to the problems existed in
