比有利于较大幅度地节省人员开支。所以高等学校必须通过改革，大幅 比有利于较大幅度地节省人员开支。所以高等学校必须通过改革，大幅 度精简机构，压缩人员编制，提高生职比，才能有效地提高资源利用效 率。生均公用费与生职比的相关系数小于生均人员费与生职比的相关系 数，没有表现出显著的负相关关系。 四、在高等教育领域引入市场机制，在教育资源配置上实行市场配 置，充分落实高校的办学自主权。同时，实行高校问的合作办学，精简 学校机构，实现资源共享，提高资源利用效率。 五、在高校实行校院系三级分权管理形式，给予各系管理自主权， 减少管理层次，加大管理幅度，以降低成本，提高效率。 六、改革现行的高校拨款制度，在拨款中增加效率指标，并适当加 大其比重，实行多重目标合理组合的拨款标准，提高各高校自觉追求效 率的积极性，加强高校管理者的效率意识。 关键词：山西省；高等师范院校；财力资源；利用效率 ABSTRACTAdopting ABSTRACT Adopting to the methods of facts analysis and regular analysis，this article made an analysis about why Shanxi higher normal school did not use their finance efficiently,which is based on statistics and analysis on the financial resources utilization efficiency of Shanxi higher normal school in recent eight years，from 1 995 to 2002，and came up with some suggestions． The article includes four sections．Section One is the introduction part．It mainly explains the purpose of the research，the academic meaning of the research，actual value，methods，theories and achievements in some relative fields．Section Two，using facts analysis，makes statistic description and analysis on the present situation of the financial resources utilization efficiency of Shanxi higher normal school，and some other aspects．Section Three makes an analysis on what makes the low financial resources utilization efficiency of Shanxi higher normal school from the aspects of inner and outer school and the efficiency sense of college supervisors． Section Four suggests some ways to improve the financial resources utilization efficiency of Shanxi higher normal sch001．Below are the main statements and conclusions： I．The financial resources utilization efficiency of Shanxi higher normal school in recent eight years is not high．It Can get the conclusion from the average expense for a student．During the years from 1 995 to 2002，the career expense，personnel expense and the communal expense of average student are geeing higher and higher year after year．But compared with other colleges and universities，the
