～～ ～～ 堕蔓苎丝篁蒌垦竺堡塑堡堑塑量垦苎堕壅i圭堂堕堕壅堕 Abstract How to implement well the policy of“going out”is the emphases of current economy development．Combination of both“absorbing inside”and‘‘going out’’are the important measures to improve the level of opening to outside in all fields．‘‘Going out’is necessary for us to participate economic globalization actively in accordance with the development trend of the international economy,meanwhile it is necessary for us to deepen the international cooperation and to utilize the rights within World Trade Organization，and it is necessary to push forwards the economic structure adjustment so as to make full use of“two resources and two markets”．Going out is one ofthe power to strength our economy in broader spaces and it will be beneficial to the future development and security of our country in deeper sense． Besides。another poInt more important is to benefit to our enterprises to be the large international groups in the world． In this thesis，the author firstly tells the current statuses of“going out’according to the authorized theory in the world，then analyses the economic situation of Sudan in the past years and current investment climate as well as the encouraged policies issued by the Sudanese government along with the industrial fields guided by the concerned laws and regulations．According to some research information and some analysis from the author, meanwhile，based on the developing cooperation between Chinese companies and those in Sudan．the author puts forward the main argument：Go out in accordance枥m the catting on by our government，make full use of the supported policies，adapt to the local country’s demands of development，as well as encourage our enterprises to participate the competition actively the world，especially pay more attention on the least developed countries． The thesis consists of six chapters，separately introduce the current international economic situation and the calling on for‘‘going out’’by our government
