中南大学硕士学位论文 中南大学硕士学位论文 ABSTRACT ABSTRACT In recent years，along with the Chang—Zhu—Tan Area economic integration unceasing development，some public problem such as the society,the environment，the population and the resources which the Chang—Zhu—Tan Area local government faced with，overflow to the adjoining administrative area day by day,seeps and extends，or‘the intemal public problem’’gets‘regionalization’and‘‘unbounded’．caused ‘the regional public problem’’emerge day by day,has seriously affected the Chang··Zhu·-Tan regional economic integration advancement and the sustainable development．The regional public problem has characteristics of high permeability,the overflow and the radiative，if the local govemment sink or swim，not only the cost is very high，but also it is unable to achieve the anticipated goal and the effect，it already far exceeded the sole local authority’s ability，the traditional local government unilateral government pattem already Was lacks the ability to do what one would like．Therefore，it is necessary to construct a cross—area and cooperative system aimed at the regional public problem for realizing the economy，society,environment harmony and the sustainable development ofChang—Zhu—Tan Area． The provincial govemment and the Chang··Zhu·-Tan Area local government has taken some measure on solving the regional public problem，but looked on the present situation，although some effect has been obtained，but in the overall it is also at the laggard condition． Influenced by the traditional local unilateral govemment pattern and fettered by the goal of”the economic integration”，Chang—Zhu—Tan Area local govemment’S original cooperation often hammer at and is limited to the economic cooperation category,when govern the regional public problem they oflen”does things their own way”．In the execution of community policy,the three local govemment mostly follows the administrative habit
