山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 摘 要 在全球竞争日益激烈的经济环境中，施工企业面临着全方位的竞争。施工企业，作 为项目化管理的长期性组织，要加强其项目管理能力的建设，不断提高项目管理能力来 增强自己的竞争实力。要提高项目管理能力，施工企业需要首先了解自身的能力，给自 己进行定位。项目管理能力评价模型就为施工企业提供了一个测定和改进自己能力的标 尺。项目管理能力评价模型可以确定施工企业所处的项目管理能力的等级，了解到企业 已经具有的能力和需要加强的方面，并通过明确的实施途径指导企业达到更高的项目管 理能力水平，使企业具有更强的项目管理能力。 本文系统研究和探索了施工企业项目管理能力评价的理论和方法，根据中国施工企 业项目管理的特点，参考了 CMM 能力成熟度模型，建立了一个五等级的项目管理能力 评价模型，该模型将施工企业项目管理能力等级按由低到高的顺序划分为混乱级、简单 级、规范级、管理级、优化级五个等级。然后分析影响施工企业项目管理的主要因素， 构建了施工企业项目管理能力评价模型的指标体系：以项目启动过程能力、项目规划过 程能力、项目实施过程能力、项目监控过程能力、项目收尾过程能力这五大过程能力， 加上项目综合管理能力和项目管理体系的建立与运行程度，这七方面能力为一级指标。 然后采用 AHP 法来确定各级指标权重，利用模糊综合评判原理，通过分析各个评价因素 对企业项目管理能力的不同影响程度，建立了一个基于模糊综合评判的项目管理能力评 价模型，对企业项目管理能力评价值进行量化来确定企业项目管理能力。最后通过具体 案例，介绍了基于模糊综合评判的项目管理能力评价模型的运用。 关键词：施工企业，项目管理能力评价，评价模型，评价指标体系，模糊综合评判 Abstract In the increasingly competitive globa l economic environment, construct ion enterprises face competition on all sides. Construction enterprises, as the long-ter m project ma nagement organization, should strengthen the build ing of project ma nagement ability, to consta ntly enhance project ma nagement abili ties and enhance their competitiveness. Construction companies first ly need to understa nd their own ability to improve project ma nagement. Evaluation model of project management ability provide construct ion companies with a measure to improve their ability.
