These main factor lead building accidents happen frequently.These accidents only cause significant economic losses and personal injury, death, but also waste social resources ,enable enterprises to increase the cost, and impact the construction industry develop sustainably.On the other hand, the accidents impact workers happy family life, endanger the construction of a harmonious socialist society. Therefore, it is a very important practical issue, that study of construction safety management, systematic analysis and evaluation safety management construc tionworks,acomprehensive security control system as far as possible to prevent and reduce the occurrence of safety incidents. Based on the theory of capacity maturity model, construction enterprise safety management maturity model (CESMMM) for working in hot weather is established with the aim to point the health and safety management capacity level, find the barriers and weak link so as to guide enterprises to improve their direction and goals, while raising the level of its management to provide the scientific method and means.
