With the rapid development of the city construction, Shenyang is also faced with the challenge of energy scarcity and environmental pollution. In order to improve the quality of atmospheric environment, embody the civilization of modern city, strengthen synthesized competition ability of the city, the government of Shenyang makes great decisions to change current fuel structures actively, especially it pays more attention to the source of industrial users, builds the high-quality energy systems of the market, which are used to realize the rapid and persisted development of society and economy. After introducing natural gas in Russia, it can solve the problem of gas shortage in the North of China, especially it can solve the problem of gas shortage of industrial users. Meantime, it can solve the polluted problems. These can produce the important meanings while our country tries best to realize the continuous development strategy. With the start of introduced natural gas engineering of Russia, Shenyang can be one of the beneficial cities. But a series of problems need to be studied and discussed, which involve the problems of the present circumstances on the gas pipeline in Shenyang, the impossibilities of satisfying the transported request and the method of reformation of the city’s gas. Based on the considerations above, the article is used to analyze and study the technical and strategic problems which may be found in the introduced natural gas engineering of Russia.
