汕头大学硕士学位论文汕头市东方街道公共服务的主体运作研究 汕头大学硕士学位论文 汕头市东方街道公共服务的主体运作研究 I I PAGE PAGE IV 中文摘要 在国家提出加强社会建设和城市社区建设的背景下，城市基层公共服务职能 成为学界研究的热点。随着经济结构的转变和社会利益的分化，社会和公众对公 共服务的需求日益多样化、复杂化，城市基层的公共服务职能凸显。如何适应全 面建设小康社会的要求，提升城市公共服务水平，成为摆在地方政府面前的一项 重大任务。 本文以汕头市东方街道的公共服务为研究案例，在国家与社会分析框架下对 街道公共服务的主体运作问题进行探讨。有关城市公共服务的研究和论述，在学 术界已积累了丰富的研究成果，但这些研究基本上是以社区服务为主。街道层面 公共服务的主体运作有何特色，这是本研究希望探讨的一个问题。 本文以东方街道为个案研究，通过做实地调研，客观归纳并描述该街道的公 共服务现状，结合社会资本理论视角，运用“国家-社会”的分析框架，重点探 讨了基层政权和基层社会在街道公共服务主运作过程中的定位，运作诉求和参与 动因，并分析其在公共服务运作中各主体存在的困境。同时，在行文过程中，结 合调研、访谈、问卷调查等实证资料进行分析，增强文章的相关论证。最后，根 据得出的结论对街道存废这个热点问题进行讨论，并提出改善街道公共服务的建 议。本文采用个案形式进行区域性质的研究，将聚焦点放在街道，是对公共服务 多样性研究的丰富。 关键词 公共服务；主体运作；东方街道；国家与社会 Abstract In the context of our country to strengthen social construction and urban communities, the function of public service for the urban grass-roots became the academic research focus. With the transformation of economic structure and differentiation of social benefits, the demand for public services of Community and the public is increasingly diverse, and complex, so the function of the public service became prominent. How to adapt to the requirements of building a moderately prosperous society, and how to enhance the level of public services, have became major tasks of the local government. In this paper, the author selected the public services of Dongfang street as a research case to discuss the operational problems of the main body of street under the analytical framework of the state and society. Academia has accumulated a wealth of research results about urban public services, but these researches basically focused on the community service. The author wanted to explore what are the characteristics of the operation of the main body of street public services.
