Since in 1990’s, with the establishment of market economy system, the problems on disabled groups is obvious gradually, and it has made an influence on China’s economy development and social stability. So, the measure for the problem on disabled groups is one of the most necessary problems. Because of the imperfect of China’s disabled social security, we lack the theory and practice in the aspect of this point. The explore of government, Disabled Person’ Federation to disabled person on protecting them, the survey on basic situation of China’s disabled social security, moreover, the study on the experience of foreign disabled social security, And all of these phenomenon is valuable to study. Disabled social security of China has its own specificity. According to the special needs of the disabled in China. Nowadays the disabled social security research should focus on the problem which is the study and formulating special social security policy and measures, to guarantee the basic livelihood of them effectively. So, we should analyze the current status of China’s disabled groups carefully; formulate the China’s disabled social security and policy, to make them enjoy the happiness.
