This article is divided into five parts： The introduction expounds the basic concept of large sites，which makes Upper Capital of the Liao Dynasty belongs to the category of large sites. Introducing the geographical position、the historical evolution、the process of building and repairing 、the basic layout、the body building of Upper Capital of the Liao Dynasty ，according to it ，elaborate and analyze the status of the Site of the Upper Capital of the Liao Dynasty . Combining with the existing data，discuss the existing planning of the protection and the specific protective measures in detail.Combining with the reality，come up with the the basic idea of protection and utilization of the site of the Upper Capital of the Liao Dynasty ，such as building Leisure culture square，showing the archaeological site，building the folk custom culture industrial park of the Upper Capital of the Liao Dynasty，applying for material culture heritage. Combining with the related types of site，come up with the related problem that should be noticed to the protection and utilization of the site of the Upper Capital of the Liao Dynasty .Upper Capital of the Liao Dynasty，between protection and utilization.I will come up with my own idea here：the behavior of building the archaeological site park does not conform to the provisions of declaring world cultural heritage，to some extent，it will do harm to the site.
