摘要 摘 要 I I 摘 要 现代化的城市管理多提倡公众参与，不仅仅是强调让公众了解决策的结果， 而是应该让他们参与城市管理决策、实施、监督的全过程。在我国公众参与城市 管理已成为必然趋势的情况下，一些城市率先进行了有益的探索、尝试，并取得 了一定的进展。但总的说来，我国城市管理中“公众参与”的层次还比较低，表 现为公众参与管理的普遍性不足、制度缺失、效果不佳等方面。为确保公众参与 城市管理，实现真正意义上的公众参与，必须增强公众参与城市管理意识、健全 公众参与管理制度、促进城市管理的社区参与等等。 本文除引言部分外共分四个部分。第一部分主要是简单介绍了城市管理的基 本理论，主要包括城市管理、公众、参与等概念的界定，城市管理中公众参与的 意义及法理依据；第二部分主要介绍了有关城市管理中公众参与的国内外现状； 第三部分主要探讨了我国城市管理中公众参与存在的主要问题，并对公众参与城 市管理进行了法理分析；第四部分是对完善我国城市管理公众参与机制的几点建 议，主要包括：公众参与的相关制度保障、发挥社区作用及公众参与城市管理需 要遵循的原则等。 关键词：城市管理 公众参与 制度 Ab Abstract II II Abstract Modern city management advocates public participation, which emphasizes that the public not only could understand the outcome of policy, but also take part in the whole course of decision, implementation and supervision. China is in inevitable requirements for the public to participate in city management, and makes a certain progress, moreover, some cities have set good examples for others. In general, however, our public participation，in city management is still limit, limitation lies in the insufficiency of universality, the scarcity of system, the inefficiency of outcome. To insure that the public participate city management and realize the virtual participation, we must strengthen the participation idea, promote the system and promote the community participation.
