1 1 内容摘要 本文旨在通过对警察巡逻制度的考察，提出对我国现有巡逻制度的一种理性反思和 重构。通过对警察巡逻的概述、起源、警察巡逻勤务的含义、作用，警察巡逻勤务方式 的历史和根据交通工具、巡逻路线、巡逻体制、巡逻公开程度等方式的不同分类进行考 察和探究。从而概括出警察巡逻勤务的发展阶段。同时探究了我国警察巡逻的不同发展 阶段。通过对巡逻勤务职责和对我国警察巡逻职责的现状分析和法律规定的客观论述， 阐释警察巡逻职责所存在的问题。文章重点介绍了巡逻勤务的时间分配和分班制度、地 点、路线、警力、速度、手段、警区、实施规划的一般理论。详细论述了巡逻勤务体制 的组织、运作、指挥系统、监督系统、评价标准和我国现行警察巡逻组织的天津、上海、 重庆模式。文章最后提出了对我国巡逻勤务整改的具体措施，构建全方位防控体系、增 强服务意识、提高执法水平和巡逻质量才是我国巡警勤务的最后出路。 文章采用了理论论述和实践相结合的行文方式，将自己在工作一线中的巡逻感悟的 点滴融入到论文当中，将这一既新又老，既稚嫩又成熟的巡逻制度展现给大家，为警察 巡逻体制的完善发表自己的看法。 关键词：警察；巡逻；勤务 1 1 Abstract Investigation to the system of policemen patrol , this paper comes up with a kind of rational and reconstitution to the existing patrol system . According to the summary, origin implication and affect about the policemen patrol duty, we can summarize the developing stage of the policemen patrol duty. And also including the history, means of transportation、 route、system of organization、the public and so on to carry on inspect and explorations. Through the patrol duty and the situation analysis and provisions of law of the our police patrol duty, we should observe the issues about it. This paper introduces the general theory about the time distribution、class part、place、route、police strength、speed means、constable wick and implementer plan of police patrol duty. It also elaborates on organized system operation chain of command monitoring system judge system our existing police patrol form-Tianjin Shanghai Chongqing types。At last, this paper raises the concrete measures of the patrol duty reform. We ought to structure all-directional prevention-Control System、strengthen、service、 improve the ability to enforce the law、patrol quality are essential to the patrol duty. Adopt to the theory and practice and combined with understanding of the field patrol work, I put this old and new patrol system before us and also making a contribution to the police patrol system..
