1 1 内容摘要 网络的普及给我们的生活和工作带来了巨大的变化，网络在人们的政治生活中也发 挥着重要的作用，面对这样的新变化，作为行政权力拥有者必须紧跟时代的脚步才能不 断完善执法水平,保障社会公正。而要保障行政权力的正常行使就必须加强监督的力度， 这样才能保障行政权力的高效与廉洁，网络监督顺势而生。尤其是现阶段，行政权力滥 用与官员腐败现象严重，传统监督机制反应滞后，不能有效地发挥作用。运用新的方法 和模式对行政权力进行监督，能够促进我国的监督制度建设，保障行政权的正常行使。 因此，研究网络监督具有深刻的理论与现实意义。 本文的结构,除引言外主要有五个章节。第一章从网络监督的基本理论入手。探讨 了网络监督的内涵、特点及其形成过程，归纳了网络监督兴起的原因，包括行政权力转 型、传统监督方式存在缺陷以及网络监督的作用三个主要原因。 第二章具体论述了网络监督与行政权力转型之间的关系，表现于网络监督在权力配 置、行政权力的公共性发展和政策制定三个方面助力了行政权力的转型。第三章对传统 监督方式存在的缺陷进行分析，主要包括传统监督效果差和网络监督发展了传统监督两 个方面的内容。第四章从现实效果出发，从网络监督起到的作用上阐释了网络监督兴起 的合理性。第五章从网络监督的弊端入手，为完善网络对行政权力的监督提出了具体的 对策。 最后，网络监督作为一种新的监督手段，扩大了公民权利的内容和行使方式，使公 民拥有了前所未有的表达自由。作为推动依法行政与治理腐败的契机，要让行政权力机 关和社会大众对网络监督形成正确的认知，强化人们加强网络监督的信念，以期实现建 设廉洁行政的目标，保障网络监督在现有的环境下朝着正确的方向发展。 关键词：网络；行政权；网络监督；原因 1 1 2 2 Abstract Popularization of the network has brought great changes to our life and work. The network is also increasingly playing an important role in the political life of people. Face of such new change, the owner of executive power should keep pace with the time in order to constantly improve the level of law enforcement and safeguard social justice. But we want to safeguard the normal exercise of executive power should strengthen the intensity of supervision, it can guarantee the efficient and integrity of executive power. Especially at this stage, the abuse of executive power and official corruption are serious, the traditional monitoring mechanism response lag, it cannot function effectively.
