高速铁路对中小城市的土地经济价值影响研究 ——以宁杭客运专线为例 李雪琪，徐逸伦，李卓 摘要：高铁线路建设对区域城市群空间结构的优化和区域发展进程有重要作用，对沿线城市的综合可达性 水平的带动作用也有很大差异1。本文在借鉴国内外研究高速铁路对区域可达性影响评价模型的基础上，结 合广义交通成本及土地经济价值概念，从时间、空间、服务等多方面评价高速铁路建设对区域发展的影响， 尤其是对沿线中小城市的影响，以宁杭客运专线为例进行实证研究。采用有无宁杭线高铁的对比分析，发 现在平均旅行时间、经济潜力等可达性指标方面，沿线站点城市受益显著，城际时间距离、经济距离大大 缩短，区域交通建设起步晚的城市受高铁拉动的效果更为明显；在土地经济方面，由于广义交通成本的大 幅下降，沿线城市的土地经济价值得到提升，高铁建设对沿线城市的土地经济提升效果因城市区位不同、 该城市的区域发展定位不同而有所区别。并提出了未来高铁线路建设应与区域宏中观发展战略紧密呼应， 实现资源效益最大化。 关键词：高速铁路,交通可达性,土地经济价值,区域经济 Abstract:The construction of high-speed railway lines plays an important role in optimizing the spatial structure of regional urban agglomerations and the regional development process. There are also great differences in the drivingrole of the comprehensive accessibility level ofthe cities along theroute.In thispaper,based on the study of the impact evaluation model of high-speed railways on regional accessibility at home and abroad, combined with the concept of general transportation costs and land economic value, the impact of high-speed railway construction on regional development is evaluated in terms of time, space, and services, in particular.The impact of small and medium-sized cities along the route is based on an empirical study using the Nanjing-Hangzhou Passenger Dedicated Line as an example.Usingthe contrast analysis oftheNinghang-Hangzhou high-speedrail,it was found that in terms of average travel time, economic potential, and other accessibility indicators, the cities along the route benefited significantly, inter-city time distances, economic distances were greatly shortened, and citieswith late start ofregional traffic construction were affected by high-speed railways.The effect of stimulating is even more obvious; in terms of land economy, the land economic value of the cities along the route has been increased due to the significant decline in the cost of generalized transportation.The effect of high-sp
