共享发展理念下城中镇类特色小镇的规划创新 陈雷哲，张智馨 摘要：特色小镇的建设培育，是当前中国经济发展 “新常态”中探索的一种新的发展模式，当前特色小镇 按照空间可分为城镇范围内、产业园区和农村乡镇三大类别，城镇范围内特色小镇 （城中镇类特色小镇） 指小镇范围坐落在城镇内部的特色小镇，这类小镇在规划设计、建设培育的过程中，虽然能够共享城镇发 展红利，强化产业发展基础，但同时也会与所在城镇的现状建设、产业结构、风貌特点产生冲突，从而导 致特色小镇产业不特，功能与风貌不连续等问题,不利于特色小镇的培育建设。本文从特色小镇的概念解读， 空间特点出发，结合共享发展的规划理念，对城中镇类的特色小镇的规划设计提出服务共享、产业互补、 风貌差异并存三种规划思路。同时结合李集东方饰品小镇的规划实践，对上述三种规划思路创新进行阐述。 关键词：城中镇类特色小镇，共享发展，发展模式，差异共存 Abstract：The construction of Characteristic Town is a new development mode in Chinas current economic development new normal. Currently, Characteristic Town according to space principles can be divided into city town scope ,industrial park and rural town scope three categories. City town scope Characteristic Town refers to the town located in the internal of city and town. Those kind of Characteristic Towns in the process of planning and design , can share the benefits of city and town from cooperativedevelopment,strengthen industrial developmentbasement,but also,thoseCharacteristicTown Planningmay conflict with the planning and design of original city and town, especially the conflicts in statue constructions, industrial structure, style and feature area, which lead the Characteristic Town lose its characteristics, function and style discontinuities, disadvantages of cultivation.Thisarticle analyses from the concept of CharacteristicTown, spacecharacteristics,combinewith theidea of sharing development planning, creating service sharing, industrial complementary and style diversity three planning ideas.At the same time, combining with the planning practice of LiJi Orientaljewelry town planning as example to expound the three innovative planningideasabove.
