乡村振兴战略下的乡村规划探索 ——以东台市三仓镇兰址村、联南村、官苴村特色田园乡村 试点规划为例 蒋瑞明，刘志超，李正伦，闫昊 摘要：本文以江苏省特色田园乡村试点规划的东台实践为例，全面系统地对规划进行回顾。首先明确了规 划村庄在产业、文化与空间方面的特色所在；其次剖析其存在着农业产业转型升级存在困境、缺少传统文 化记忆与地域特色元素、农村人口老龄化与农民职业化趋势的矛盾、村落公共空间与景观环境界面有待优 化等方面的问题；规划为了营造立足乡土社会、富有地域特色、承载田园乡愁、体现现代文明的特色田园 乡村，从发展、建设、改革三个角度切入，来构建特色田园乡村建设试点规划的整体思路框架。规划以多 元视角构建了一套组合策略，试图为苏北地区类似村庄的发展提供一种范式，形成最广泛的示范作用，亦 希望通过特色田园乡村规划实践，更好地落实十九大提出的乡村振兴战略。 关键词：乡村振兴，特色田园乡村，乡村规划，东台 Abstract: Taking DongTais practice of characteristic countryside planning in Jiangsu as an example, this paper makes a comprehensive and systematic review of the project. Firstly, we clearly defined the characteristics of the planning villages in industry, culture and space. Secondly, four major problems are excavated: a dilemma in the transformation and upgrading of agricultural industry, the lack of traditional cultural memory and regional characteristics, the contradiction between the aging of the rural population and the trend of farmers professionalization, and the poor interface of the village public space and the landscape environment. In order to create a characteristic countryside which isbased on local society,rich in regional characteristics,bearingpastoral nostalgia and reflecting modern civilization,theproject works from the three angles of development, construction and reform， so that we build the overall framework of the characteristic countryside planning. The planning buildsa set of combination strategiesfrom multipleperspectives,tryingtoprovide aparadigm for the development of similar villagesin Northern Jiangsu Province, so that theproject formsthemost extensive demonstration effect. We also hope that we can better implement the strategy of rural vitalization proposed by the the 19th National CongressofCPCthrough thepracticeofcharacteristiccountrysideplanning.
