基于精细化管理的控制性详细规划升级版研究 严超文 摘要：控制性详细规划由于其对地块指标控制的特殊性，在我国城市规划管理中具有重要的作用。2008年 城乡规划法确定了控制性详细规划的法定作用之后，随着经济社会的不断发展和人民生活新需求的不断出 现，传统做法的控制性详细规划在编制管理中出现了管控体系薄弱、规划衔接不畅、实施管理错位、分类 管控不足、品质提升乏力、动态维护困难等不适应性。为进一步的提升城市精细化水平，针对近年来控规 管理和实施中存在的问题，武汉市于2017年在城市主城区范围内，开始组织编制控制性详细规划升级版工 作。从控规管控体系、控规升级模式、提档升级重点、控规编制方式、控规评估机制五个方面着手，全面 提升控制性详细规划在城市规划管理中的效用，为我国当前控制性详细规划编管升级提供了参考。 关键词：控制性详细规划，规划管理，精细化，品质提升，武汉 Abstract:The regulatory detailed planning plays an important role in Chinasurban planning management due to its special function in controlling the site index. After Urban and Rural Planning Act cleared statutory role of regulatory detailed planning in 2008, the traditional regulatory detailed planning still exist many problems including weak control system, with the continuous development of economy and the emergence of new demands of peoples lives, the poor planning connection, the mismanagement of the implementation, the lack of management and control, lacking in quality improvement and the difficulty of dynamic maintenance. In order to further improve the level of urban fine management and solve the problems in the management and implementation ofregulatory planning in recent years,in 2017Wuhan began to compile andperfect theregulatory detailed planning in main urban area of the city. From the five aspects of control management system, upgrade mode,key points ofupgrading, compiling method, and evaluation mechanism, we comprehensively promoted the effect of regulatory detailed planning in urban planning and management, providing the beneficial reference for improvingour country’sregulatory detailedplanning. Keywords:RegulatoryDetailedPlanning,PlanningandManagement,Fine,Quality Improvement,Wuhan 1 前言 借鉴美国 “区划法”，我国逐渐形成了控制性详细规划 （以下简称控规）编制的初步框 架。凭借对土地使用指标控制的关键性作用，控规迅速成为了我国规划管理体系的重要组成 部分，深刻地反映了中国政府从计划经济向市场经济过渡过程中，城市规划控制手段和方法 [1] 的变革，具有极强的适应性 。 随着控规编制经验的不断积累和丰富，我国控规编制已经
