PAGE PAGE 8 稀土出口价格与稀土储备基金项目： 基金项目：国家社科基金项目（12BJL073）；国家社科基金重点项目（11AJL006）；江西高校人文社科项目（JC1215） 作者简介：毛克贞（1963—），女，教授，主要从事国际经济学及区域经济学方向研究，E-mail：maokzh@163.com 毛克贞 吴一丁 （江西理工大学，江西 赣州 341000） 摘 要：稀土出口价格和稀土储备是稀土研究的两个重要问题。从稀土的应用价值、相对稀缺性、生产的环境代价以及稀土供给的垄断特征，分析我国稀土出口应该有一个比较高的价格；从供求关系、市场结构、储备特征、储备对需求弹性和供给弹性的影响，分析储备对稀土出口价格的影响方向和影响效果；从储备的作用和稀土产业的未来发展目标，提出稀土储备的主要目的和方式。结论：稀土出口所形成的市场结构使我们丧失了稀土出口的议价能力；稀土国家储备在短期会对稀土出口价格提升产生一定的效果，但长期效果有限；稀土储备的主要目的应该是为促进稀土应用产业的发展，并以稀土原矿（稀土资源）储备为主。 关键词：稀土、出口价格、稀土储备、价格机制、垄断、需求弹性 中图分类号：F740.3；F250 文献标志码：A Rare earth export prices and Rare earth reserves Mao Kezhen ＆ Wu Yiding （ Jiangxi University of Science and Technology, Ganzhou 341000, China） Abstract: The rare earth export prices and reserves are related to two important questions in research on rare earth. Based on the application values, the relative scarcity, environmental costs, supply monopoly, the export price of Chinas rare earth should be higher. From the relation of supply- demand, market structure, features of the reserves, the impact of reserves on the elasticity of demand and supply elasticity, it analyses the reserve to influence direction and the effect of rare earth export prices. From the role of the reserve and the future development of rare earth industry, put forward the main purpose and way of the reserves. The conclusions: the rare earth export market structure make our the loss of bargaining power of the rare earth export; reserves of rare earth will enhance the export prices in the short term, but long-term the effects is limited; the main purpose of the reserves of rare earth is to promote the application industry of rare earth, and rare earth ore reserves based.
