Environm ental approval authorities and local commun ity groups m ake more requ irements for th is k ind of construction, therefore E IA of such projects becom e m ore and m ore d ifficult and there are many uncertain ties about assessm en t emphas is and depth. The essen tial parts of assessm ent are: 1) follow ing the policy in- form ation promptly, 2) find ing questionsw ith them ost concern by environm entalm anagem en t authorities and the public. Th is study system atically analyses the general prob lem s and obstacles that w e could meet from present tendancy, environm entalm anagement re- qu irem ents and som e successful experience of carrying on E IA of such projects, and try to generalize som e keypoints and questions w ith the most concern of the E IA redaction ofM un icipal Solid W aste Incineration Plants.
