卫生信息化背景下医保档案开发利用问题研究.doc

摘 要 摘 要 随着《卫生信息化规划（2011—2015 年）》的深入实施和推进，我国已初步进入全 民医保国家行列，全民医保产生的大量医保档案，势必会对医保档案开发利用工作产生 影响。卫生信息化作为医改的“四梁八柱”之一，为医保档案开发利用带来重要机遇的 同时也为其带来了不小的挑战，使得现阶段的医保档案还不能被充分开发和利用。因此， 本文结合我国卫生信息化的建设实践，将医保档案开发利用放在卫生信息化的背景下进 行研究，重点在于阐明卫生信息化与医保档案开发利用的相关性，探讨卫生信息化背景 下医保档案开发利用的现状和趋势，分析在此背景下开发利用医保档案存在的问题，进 而以案例形式提出“通过增强重视程度、统一建设标准促进医保档案信息化建设均衡发 展；通过建设特色资源数据库、构建智能化检索系统提高医保档案开发利用技术水平； 通过完善知识产权立法、加快信息安全立法健全信息开发利用相关法律体系；通过增强 高校人才培养、完善继续教育机制加强医保档案开发利用专业人才培育”的思路和策略。 旨在深化认识、改进实践，探索促进医保档案开发利用的有效途径，切实提升医保档案 开发利用工作水平，以更好地适应社会发展需要。 关键词 卫生信息化 医保档案 档案信息 开发 利用 I Abstract Abstract With the “Health Informatization Planning (2011-2015)” in-depth implementation and promotion, China has entered the universal health care ranks of the country, universal health care resulting in a large number of medical insurance archives, will have an impact on the development and utilization of medical insurance archives. Health informatization as the healthcare reform of the “four-beam eight-pillar” one, to bring important opportunities as well as brought no small challenge for the development and utilization of medical insurance archives, so that the medical insurance archives have not been fully development and utilized at this stage.
