山东建筑大学硕士学位论文 摘 要 新旧动能的转换是建立现代经济体制的关键有效措施，是供给侧结构性改革向前 迈进的重要起点，也是进一步推动高质量经济增长的重要途径。在新旧动能转换背景 下，以JC 集团为代表的地方政府投融资平台正面临重大考验，面对诸多机遇与挑战， 如何定位发展战略实现可持续发展，成为备受瞩目的问题，也正是本文的研究问题。 作为地方政府城市建设的主要力量和忠实执行者，面对新旧动能转换的驱动，地 方政府投融资平台积极面对各种挑战的同时也迎来了相对困难的时期。本文基于新旧 动能转换背景下以JC 集团为代表的地方政府投融资平台的实际发展现状，通过对课题 研究的绪论介绍、相关理论基础与概念界定、企业发展环境和条件的分析启示、企业 发展战略的规划、实施措施和保障措施方面进行全面分析和总结归纳，并运用PEST 分 析法、波特五力模型和SWOT 分析法，为JC 集团以及同类地方政府投融资平台提出了 全方位、多层次、立体化的发展战略构想。 本文创新点在于基于新旧动能转换背景下为企业提供可行的发展战略，对地方政 府投融资平台在新旧动能转换背景下制定和实施发展战略具有更现实、更重要的指导 意义。 关键词：新旧动能转换，地方政府，投融资平台，发展战略 I 山东建筑大学硕士学位论文 ABSTRACT It is an important measure to build a modern economy with replacing old growth drivers with new ones. It is an important starting point for deepening supply-side structural reform. The future survival and development of local government investment and financing platforms are faced with a major test, as well as many opportunities and challenges during the important historical period of the transition from old drivers to new ones. How to position the development strategy to achieve sustainable development has become a focus issue, which is also the research issue of this paper as well. As the main force and loyal executor of the local governments urban construction, local government investment and financing platforms have faced various challenges actively and ushered in a relatively difficult period when driven by the transformation of old and new drivers.
