精品文档，助力人生，欢迎关注小编！ 中国（黑龙江）自由贸易试验区创新发展模式研究 魏月琳 房超 胡元礼 [摘 要]中国（黑龙江）自由贸易试验区（以下简称：黑龙江自贸区）的建立是全面振兴、全方位振興龙江经济的重大契机，同时更是一种挑战。只有立足于黑龙江的实际，结合黑龙江的省情，按照国家自贸区建设总体战略和布局的要求进行运作并实施，才能实现黑龙江自贸区创新发展。在充分吸收国内外自贸区建设经验的基础上，对黑龙江自贸区建设的有利条件和不利因素进行了客观分析，从哈尔滨片区、黑河片区、绥芬河片区的实际出发阐述了自贸区创新发展的具体模式，进而提出了实现黑龙江自贸区发展模式创新的具体举措。 [关键词]黑龙江自贸区;发展模式;创新 [中图分类号] F727 [文献标识码] A [文章编号] 2095-3283（2020）11-0095-05 Abstract： The establishment of the China （Heilongjiang） Free Trade Pilot Zone （hereinafter referred to as the Heilongjiang Free Trade Zone） is an important opportunity and a challenge to revitalize the Heilongjiang economy in an all-round way. Only by operating and implementing the Heilongjiang Free Trade Zone in accordance with the overall strategy and layout of the construction of the national free trade zone based on the reality of Heilongjiang and the provincial conditions， can the strategic goal of innovating and developing the Heilongjiang Free Trade Zone and entering a virtuous circle be realized. To this end， on the basis of fully absorbing the experience in the construction of the free trade zone at home and abroad， the paper objectively analyzed the favorable conditions and disadvantages in the construction of Heilongjiang Free Trade Zone. And the specific model of the innovation and development of the Free Trade Zone is expounded from the actual situation of Harbin， Heihe and Suifenhe. Then the concrete measures to realize the innovation of Heilongjiang Free Trade Zone development model put forward. Key Words： Heilongjiang Free Trade Zone; Development Model; Innovation 自贸区已逐步成为世界经济发展的主要阵地，中国也加紧了自贸区的建设。20XX年国内首个自贸区正式成立，在此之后，国务院先后批复成立了21个自贸区。黑龙江自贸区作为最新批复成立的自贸区，要积极在自贸区的发展模式上进行探索。 近几年，上海、广东和天津等自贸区的成功设立为黑龙江自贸区的发展提供了典范。20XX年8月中国（黑龙江）自由贸易试验区正式成立。在此背景下为促进黑龙江省自贸区发展，创新黑龙江省自贸区发展模式对进一步加强东北亚地区合作，明确自贸区发展道路，整合优势资源，全面深入改革具有重大的现实意义。 一、自贸区发展模式概述 近年来，经济全球化成为了当前全球经济不可逆转的趋势，世界各国依赖日益加深，为加强国际化发展，打破关税壁垒和非关税壁垒，地区经济一体化组织成为了各国贸易连接的中流砥柱。截至2020年，中国已有“1+3+7+1+6+3=21”个自贸区
