PAGE III PAGE I 摘 要 车辆非法营运是目前困扰城市交通的重要问题，特别对某火车站来说非法营运车辆为其带来了诸多安全隐患。因此政府在城市治理过程中需要重视车辆的营运安全问题，打击非法营运车辆。随着经济飞速发展，国家城市化水平提升，城市的交通状况面对的问题越来越多，非法营运车辆数量也逐渐增加，不仅没有缓解交通问题，还限制了城市化建设进程。对于政府来说，非法营运车辆破坏了城市形象，占用了大量的交通管理费用，危害百姓生命财产安全，还损失了大量经费。 本文通过查找文献、参考案例，分析对某火车站车辆非法营运进行研究，深入了解目前非法车辆营运问题产生的原因，以及当下的管理措施，针对措施中存在的问题进行研究。 对当前车辆非法营运进行全面监管，通过掌握的资料了解非法营运产生的问题，对营运主体进行分析，建立创新治理模式，改进创新制度，改善火车站周边非法营运车辆的问题，减少交通管理费用支出，提升管理效率，从根本上解决车辆非法营运问题，维护城市良好形象。 关键词：火车站周边；非法营运车辆；改善治理  ABSTRACT Illegal operation of vehicles is an important problem that perplexes urban traffic at present, especially for a railway station, illegal operation of vehicles brings many security risks. Therefore, the government needs to pay attention to the operation safety of vehicles in the process of urban governance and crack down on illegal vehicles. With the rapid development of economy and the improvement of national urbanization level, more and more problems are faced with urban traffic conditions, and the number of illegal vehicles is also increasing, which not only does not alleviate the traffic problems, but also limits the process of urbanization construction. For the government, illegal vehicles damage the image of the city, occupy a lot of traffic management costs, endanger the safety of peoples lives and property, and also lose a lot of funds.
